Closing down Belt shops empties treasury: AP Government reply to EC
Hyderabad, 1st April : AP Government itself has become a hurdle to the Election Commission in its efforts for smooth and fair conduct of election process. To control liquor distribution and its illegal businesses during elections, the Election Commission has taken stringent actions against wine dealers all over Andhra Pradesh. In view of this, it has orderded for closure of belt shops and unlicensed liquor shops in the State and booked cases against liquor ancilliaries. The shock-proned wine dealers made an appeal before the EC that they are ready to close the shops if they get back licence fee paid to the state Govt. However, Government has informed the Chief Electoral Officer, I. V. Subba Rao, that closing the liquor shops is not possible because the Govt get to the tune of 400 to 500 crore rupees per month from excise taxes and licences. Furthermore, any move to restrict liquor sales would empty the State treasury. Govt of Andhra pradesh is heavily dependant upon the excise taxes. The liquor business reached to new heights in YS Rajashekhar Reddy’s Government.
More than Rs. 1 Crore seized on Wednesday
Hyderabad, 1st April : Andhra Pradesh not only stands first alphabetically, but also stands first in money circulation in the eve of elections. Everyday, the police is seizing large amounts from political activists while they were carrying money with them to various centres. On Wednesday, more than One Crore Rupees were seized by police at various places in the State. Police caught the money by raiding vehicles, and even RTC buses. Mostly, it is Congress leaders who were carrying unaccounted money in their vehicles. No need to mention that the money is intended to bribe the voters. In a recent survey of Central Statistical Organisation(an independent organisation) it was revealed that Andhra Pradesh is one of the top 2 States in distributing money during elections. Major political parties have made it true by transporting crores of money, liquor from one place to another within the State. On one hand, State Election Commission is exploring innovative ways to reduce money flow during elections. It has deputed State Intelligence and Vigilance departments to have a close watch on this issue. The severity of this practise can be guaged from Director General of Police instructions to his officers not to leave even a helicopter unchecked.
In a Police raid, the officials have seized 90 Lakh Rupees at Eethakota Check Post in East Godavari District. When police interrogated the carriers of money, some of them claimed that the money belongs to S. V. Construction Company while the rest absconded. Likewise, in Khammam and Nalgonda Districts, police seized a great amont of money, crackers, liquor and campaigning material. It has become a prestigious issue for the political parties to ensure a sure win in elections at any cost .
On Tuesday, Police seized Rs.1.27 crores: The following are such incidents.
- In Palvancha, Rs. 5 Lakhs valued crackers were seized.
- While checking on the State Highway, Police found Rs. 7.12 Lakhs with P. Srinivas Reddy working in Kodada Lakshmi Srinivas Paraboiled Mill. He told that the money is income from sale of Rice in Hyderabad. But, He did not provide any evidence to that effect.
- At West Godavari and Khammam Districts Border Police Check Posts, Rs. 15 Lakhs found in an Ambassador Car. The convicts taken into custody said that they were to buy Tobacco from Charlavenkatapuram in Bhadrachalam Division.
- Police caught a Tata Sumo vehicle with Rs. 3 Lakhs near Arsapally in Nizamabad District. While police tried to interrogate the convicts, they absconded.
- At Kollapur in MahabubNagar District, public representatives of ruling party trying to transfer Rs.1.85 Lakhs in two different vehicles were caught. In interrogation, drivers told that the money belongs to J. Krishna Rao, sitting MLA of Congress.
- Police seized Rs. 10 Lakhs valued crackers from a Godown in Secunderabad. The convicts were taken into custody by the police.
- Three lorries with Liquor were seized at Ballary Junction in Kurnool.
- At Chegunta X Road in Medak District, Rs. 2.50 Lakhs were seized while transporting the money in a car.
- Rs. 7.46 Lakhs were seized at Pendurthy Junction in Vizag.
- Rs. 6.50 Lakhs were seized in an Ambassidor car on its way to Kothavalasa from Anakapalli. No proof was found about the ownership of money.
- 576 Liquor bottles were seized in a Congress Leader’s residence in Visakhapatnam.

CONGRESS AND BJP WILL COLLAPSE: S R P

Thiruvananthapuram: The Left and other secular parties would be able to form a government at the Centre, without the support of Congress, S Ramachandran Pillai, CPIM politburo member told media persons here. He said that Left parties would increase thier tally this time.
He said that Congress and BJP together will get only 200 seats. These two parties together have secured 284 seats in 2004 elections. Their support base has eroded considerably. The poll outcome will change the political situation in the country. We had four political experiments in the past and we learned a lot from these . Regional parties are forced to take pro-secular policy. S R P said the missile deal with Isrel would be an issue in the poll campaign.

CPI (M) contests Sirsa in Haryana
Prakash Karat, General Secretary of the CPI (M) while addressing a huge rally in Fatehabad on 15 February announced that the party would contest Sirsa in Haryana in the forthcoming elections. Com Ram Kumar of CPI (M) is contesting in Sirsa (SC).
Com Ram Kumar, who started taking keen interests in social transformation since his schooldays, joined the democratic movement immediately after completing his school education. He has been playing a leading role in mobilizing agricultural workers in the state. He even faced police atrocities while leading a movement to provide due rights to agricultural workers. He was even jailed for 12 days in 1994 during the state wide agitation of brick-kiln workers. Com Ram Kumar presently is the secretary of Fatehabad District Committee of CPI (M) and also the state committee member of the party. He is also the state secretary of All India Agricultural workers Union.
There are nine assembly constituencies (5 under Sirsa district, 3 under Fatehabad and 1 under Jind district) falling under Sirsa parliamentary constituency. This constituency has the largest registered voters in Haryana. Sirsa has a rich tradition of democratic movements since the anti-colonial struggles when people of the district participated in great numbers against colonial exploitation of Britishers.
Party has been waging relentless struggle for proper implementation of NREGA in the state. Party has been steadfast in championing the struggles for social justice and against obscurantism and regressive traditions in the state. Land based struggles have also been intensified in the recent past. Party has launched movements against the system of bonded labours in the Sirsa district and ensured that bonded labours were freed.
Right after the rally in Fatehabad on 15 February, the party has begun election preparations seriously and has held conventions in all assembly constituencies falling under this seat and formed party committees. Efforts are on to form booth level committees. Com Ram Kumar has already visited more than 100 villages and addressed people in the area. People have also donated funds to the party in these lection public meetings. Sirsa also hosted a state level rally of farmers on the occasion of state conference of All India Kisan Sabha. This rally provided a fillip to election campaigns. Election in the state will held in single phase on 7 May 2009. Campaigns will gain momentum after nominations are filed.

CPI (M) demands constitution of assembly for Andaman and Nicobar
CPI (M) is contesting the only seat of Andaman & Nicobar in the union territory of Andaman & Nicobar Islands. Com. Tapan Bepari, state secretariat member of the Communist Party of India (Marxist) and former president of the state unit of the All India Kisan Sabha is the candidate for this seat. Com Tapan belongs to the weaker section of the settlers’ family. He is a lawyer by profession.
This constituency has about 3-4 lakhs of voters. Nicobar group of islands is predominantly a tribal dominated area with about 20 thousand registered voters. The Andaman group of islands is largely populated by settlers. It can be divided into north, middle and southern parts. While Bengali speaking people dominate in north and middle parts, Tamil speaking people dominate the southern part. The southern part of Andaman also has people having Telugu and Malayalam as their mother tongue. The city of Port Blair lies in the south.
The Communist Party of India (Marxist) has been waging important and crucial struggles in the state for last several years. One of the main issues that the party has been fighting for some time now is to have own assembly for Andaman and Nicobar. In the absence of people’s representatives in the territory, bureaucracy runs its writ there without any accountability. Corruption is rampant. The governor lives and behaves like a king. So, it is absolutely necessary that Andaman and Nicobar must have its own assembly to run its daily affairs just as other people in the rest of the country have.
Majority of Bengali speaking people who migrated here actually belong to Scheduled Castes. However, they have been denied this status. A substantial number of tribal population migrated from Jharkhand. However, they have not been given Scheduled Tribes status. OBC list has not been expanded here.
The entire territory is living in hardships. There is practically no industry in the area. Andaman was famous for plywood industries, which were closed down after SC order banned them. Unemployment is rising. Party has also demanded construction of a shipyard in the territory. It’s being announced that NREGA in Andaman and Nicobar will be implemented from this year. There is no facility for irrigation. Most of the agricultural lands are suitable for single crop in a year. PDS lies in shambles. Common people do not have access to drinking water facility in the territory.
Party has been raising all these issues in its election campaigns. Party has already covered a large area by organizing street corners meetings and public meetings at different places. Party committees at Panchayat and booth levels have been formed. Door slips at many places have been distributed. Election In Andaman and Nicobar will be held on 16 April. A big public meeting will be held on 3 rd April, which will be addressed among others by Com Sudha Sundaraman, the All India General Secretary of AIDWA. Party is confident of making crucial inroads in the elections.

Defeat of Congress is our sole agenda: TDP, TRS and Left Parties.
Hyderabad: 31st March'09 - The four party alliance have declared that they would resolve the disputes over seat adjustments and will collectively work for the defeat of Congress party. CPI(M), CPI State Secretaries B.V. Raghavulu, K. Narayana, and the chiefs of TDP and TRS N. Chandra Babu Naidu and K. Chandrasekhar Rao respectively have expressed confidence that corrrupt Congress party would be dethroned in the next General elections. They have also expressed confidence that disputes over seat adjustments among them would be resolved successfully through discussions. In view of the first phase elections, they would campaign either collectively or individually depending on the comparative strength of the allied parties in their respective constituencies. Therefore, the four party chiefs met at Babu’s residence today to discuss over the matters of seat adjustments among the allied parties. Earlier in the day, the four party leaders had prolonged discussions and later they spoke to the media on the basis of talks held.
Speaking to the media, Mr. Babu told that it is their sole agenda to defeat Congress party in the coming elections. He alleged that Congress party at Centre and in the State is camouflaging itself in the name of development and is resorting to corruption. Such practices of Congress would be made public, remarked Babu. Campaigning would be started in Suryapet, Mahabubnagar and Visakhapatnam on April 6, 9 and 13 respectively, added Babu. CPI(M) State Secretary B. V. Raghavulu told that their sole objective is to defeat BJP and Congress. In this view they would forge ahead by resolving all the disputes over seat adjustments. TRS chief K. Chandrasekhar Rao told that preference would be given in second phase to those unlucky candidates of four parties who were not allotted any seats in the first phase of elections. All the talks were successful and would go ahead with campaigning to defeat Congress, remarked Chandrasekhar Rao.
